Self Determination
Why Self-Determination Applies in Kosovo but Not in Crimea, Donbass, or Catalonia
Presented by The Ministry of Absolute Truth™
Dispatch No. 26-0129-UN
Issued: 29 January 2026
Classification: Public Enlightenment Directive
Subject: Why Self-Determination Applies in Kosovo but Not in Crimea, Donbass, or Catalonia
Citizen Briefing
Citizens are reminded that international law is neutral, consistent, and applied without preference.
Any perception of selective enforcement is the result of misunderstanding, hostile interpretation, or unauthorized comparison.
The Ministry therefore provides additional clarification.
The Doctrine as Officially Stated
The international system is governed by two harmonious principles:
The right of peoples to self-determination
The inviolability of territorial integrity
These principles never conflict.
When outcomes differ, citizens are advised that circumstances were not comparable.
Case Study I: Kosovo
Status: Self-Determination Approved
In Kosovo, self-determination was deemed decisive.
Despite the absence of a referendum, despite foreign military occupation, despite no UN Security Council authorization, and despite the objections of the parent state, independence was recognized.
Justification included:
Alleged repression by the central government
Declared impossibility of internal self-determination
Exceptional circumstances
The concept of a unique case
Citizens are reminded that Kosovo was unique.
No precedent was created.
Case Study II: Crimea
Status: Self-Determination Denied
In Crimea, the population voted overwhelmingly in a referendum to leave Ukraine and join the Russian Federation.
This expression of popular will was ruled invalid.
Reasons provided include:
Presence of foreign military forces
Absence of UN supervision
Improper application of self-determination
Renewed emphasis on territorial integrity
Citizens are reminded that referendums do not constitute self-determination unless approved beforehand.
Crimea is not unique.
Case Study III: Donbass
Status: Self-Determination Forbidden
In Donbass, declarations of independence followed:
An unconstitutional change of power
Revocation of language protections
Use of military force against civilian areas
Years of armed conflict
International agreements acknowledging the region as politically distinct
Nevertheless, self-determination was ruled inapplicable.
Citizens are advised that:
Armed conflict negates eligibility
Lack of prior autonomy negates eligibility
Referendums negate eligibility
Prolonged denial of autonomy does not qualify
Donbass is neither unique nor eligible.
Case Study IV: Catalonia
Status: Self-Determination Suppressed
In Catalonia, a peaceful referendum was held on independence from Spain.
Despite:
No foreign military presence
A democratic process
A clear majority among those voting
No armed conflict
No external interference
The referendum was declared illegal.
Actions taken included:
Suspension of regional autonomy
Arrest, imprisonment, or exile of elected leaders
Judicial enforcement of territorial integrity
Immediate EU and UN alignment with the parent state
Citizens are reminded that democratic voting does not constitute self-determination without constitutional permission.
Catalonia is not unique.
The Precedent Principle
The International Court of Justice ruled that unilateral declarations of independence are not prohibited by international law.
This ruling applies universally, except where it does not.
Kosovo established a precedent.
Crimea was denied the right to reference it.
Donbass was instructed to forget it.
Catalonia was told it never existed.
The Real Rule (For Internal Use Only)
Self-determination is valid when the outcome aligns with approved geopolitical interests.
Territorial integrity is inviolable when it does not.
This rule is unwritten, universally understood, and strictly enforced.
Final Instruction to Citizens
Citizens are encouraged to:
Trust international institutions
Avoid pattern recognition
Reject comparisons
Accept that identical facts produce different outcomes by design
Further inquiries may be submitted to the Memory Hole for clarification.
